CRIME STOPPERS USVI NEWSLETTER 1st Quarter 2010, published April 17, 2010 INTRODUCTION Crime Stoppers USVI celebrated its amazing first year of operation in January 2010, with various media events, and with receptions on all three islands. New tips kept coming in at a good rate last quarter. Arrests were down, but recovered stolen property was significantly up. Crime Stoppers USVI attracted a substantial number of fans on Facebook. We were also involved in many community meetings, presentations and events, with more activities scheduled in the near future. ONE-YEAR ANNIVERSARY CELEBRATIONS To celebrate our one-year anniversary, and to commemorate January as national Crime Stoppers month, we organized receptions for our partners and for the public on all three islands. It was a good opportunity for our partners to meet face to face. We had two special guests here, who helped us to recognize and celebrate our accomplishments at these events and during several media appearances. These guests were Tom Kern, the Chairman of Crime Stoppers USA, and Tami Lawlor, the National Crime Stoppers Publicity Chair and Conference Planner. We cannot go into great detail about the tips we handle, but we can say that of the 5 arrests, 1 was a weapons violation, 2 were for assault, and 2 were fugitives. We are also pleased that significant stolen property was recovered for the quarter, valued at $69,727. OTHER NEWS In August 2009, we started a fan page on Facebook to keep people interested and aware of Crime Stoppers USVI, and we now have over 950 fans. Here is one recent quote which we posted, after receiving it from someone who had just renewed their membership: "Having lived here over 30 years it is a wonderful feeling to know you can make a complaint and not fear retaliation because of the anonymous way allowed making the complaints. Thank you!" We had more meetings this quarter with housing communities, government agencies, media, and service organizations, to better understand each other, and to discuss how they can help us in our goals of reducing crime, and if applicable, fundraising, and publicity. The VI Government is now producing our weekly Wednesday release in video format for TV broadcast. This complements our existing print format, which we produce ourselves, and the audio format, produced for us by the WJKC family of radio stations. Our weekly video release can be seen on the government channels, and is also broadcast by our partners at Channel 8 (WSVI, ABC). In February, for the second year, our volunteers had a table at the 40th Annual Agriculture and Food Fair (Ag Fair) on St. Croix. Unlike last year, when our program was brand new, we were very happy to find this year that most people were familiar with us. April 18-24 will be the observance of Crime Victims' Rights Week. Please come out and show your support for crime victims at the following two events. On Thursday, April 22, from 6 to 9 p.m., Crime Stoppers USVI will be present and handing out information at the candlelight vigil in Cruz Bay Park, St. John on. On Saturday, April 24, at the Ann Abrahamson Pier in Frederiksted, St. Croix, we will be present at the first Victims Against Crime and Violence Run/Walk. This is a 2-mile event to be held at 5 p.m. An entry form is available at http://virginislandspace.org/victimraceentry2010.pdf . In addition, from Monday, April 19 to Wednesday April 21, we plan to present at several public and private schools on St. Thomas. On May 1, we plan to have a Crime Stoppers USVI car in the St. Thomas carnival adult parade. Come out and cheer us on! On May 30, we have been invited to present to the entire Speak The Word congregation, which is 1000 members! We would also be delighted to present to your congregation. Just contact us. Our partners include: THE COMMUNITY The community trusts the anonymity of the program, and continues to submit dozens of tips each month, providing information needed for law enforcement. Crime Stoppers gives the community a way of reporting criminals and criminal activity without fear of retribution. LAW ENFORCEMENT Law enforcement pursues the community's tips, which in turn keeps the community sending in follow-up information and new tips. If community members are hesitant to talk directly with police, the police will often give out Crime Stoppers cards, and will ask them to submit their information anonymously. LOCAL MEDIA Our media partners play an important role by publishing our weekly Wednesday release, in which we ask for tips about specific crimes on St. Croix, St. John and St. Thomas. When we ask for those tips, we usually receive them. The media role is so important that we see a direct correlation between the number of media outlets who run our release, and the number of tips received later that week. The media is also generous with its resources by having us on their talk shows, by airing our PSAs, and by publicizing our successes. MEMBERS AND SPONSORS Our members and sponsors provide us with the funding and resources needed to run this program. We pay no salaries, since our staff is entirely volunteers, but we do have real expenses in the form of reward payments, training, printing, phones, etc. Crime Stoppers USVI currently has 282 dues-paying members and sponsors. Crime Stoppers USVI CRIME STOPPERS USVI NEWSLETTER 4th Quarter 2009, published January 12, 2010 INTRODUCTION Crime Stoppers USVI completed nearly a full year of operation at the end of the fourth quarter of 2009, bringing us a surprising amount of success. For example, we received 508 tips in 2009, which was more than twice what Crime Stoppers USA said we should expect for a new chapter of our size. January 7, 2010 was the one-year anniversary of our launch, and Crime Stoppers USVI is organizing a celebration on each island to recognize the occasion. Please come out and help us celebrate a fantastic first year! Although the tips slowed down a bit in the last quarter, we continued adding to our impressive statistics. Crime Stoppers USVI continues to work well thanks to all of our partners, including the community, law enforcement, the media, our members and sponsors, and our volunteers. St. John: Wednesday, January 20th, 2010 from 6 to 8 p.m. at The Battery in Cruz Bay. This event is open to all. At each event, we will be celebrating a fantastic first year. The numbers slowed down a bit in the fourth quarter, but we are nevertheless very impressed with the program’s numbers for our first year. We cannot go into great detail about the tips we handle, but we can say that there were 69 tips which led to arrests, and those tips were broken down as follows: 16 Drug Related, 13 Fugitives from Justice, 11 Weapons Confiscated, 9 Robberies, 7 Burglaries, 6 Homicides, 3 Person of Interest, 1 Bail Violation, 1 Harboring a Fugitive, 1 Hit & Run, and 1 Stolen Property Recovered. FUNDING Until recently, all funding for Crime Stoppers USVI came from private businesses and individuals in the form of memberships, sponsorships and donations. We are happy to report that in the fourth quarter, we received our first VI Government grant, in the amount of $7,200. We also received a donation of $18,100 through the St. Thomas chapter of the Community Foundation of the VI, which organized a fundraising campaign on our behalf. We thank the VI Government and the Community Foundation for their generous support, and we continue to welcome individual and business memberships, as we believe that the key to our long-term success will be the support by our many members, big and small. Crime Stoppers USVI CRIME STOPPERS USVI NEWSLETTER 3rd Quarter 2009, published October 10, 2009 INTRODUCTION The third quarter of 2009 saw continued success for Crime Stoppers USVI, including an increased rate of tips, arrests and rewards, and the addition of a second law enforcement coordinator within the VI Police Department (VIPD). The executive committee of Crime Stoppers USVI is very pleased with all of our partners, including law enforcement, the media, our donors and sponsors, our volunteers, and the community. You have all helped us to continue getting more positive outcome than anybody would have predicted. To summarize for the third quarter, Crime Stoppers is working better than ever before! As you can see, there have been impressive increases for each quarter as Crime Stoppers gains traction in the community. Our statistics directly reflect all of the efforts of Crime Stoppers USVI and our partners. The statistics also reflect how the community has jumped on board to provide tips, and to trust the program to maintain their anonymity. So far, many rewards have been unclaimed. We believe a lot of the tipsters don't want the money; they just want to do their part to help reduce crime. We wish we could give specific details about some of the big cases which were solved by tips from the community, but doing so may jeopardize ongoing investigations, and may provoke hostility from suspects towards Crime Stoppers. However, we can give some general information: In the third quarter, in addition to the removal of 16 weapons from the streets, there were arrests for the following crimes: 1 Homicide, 4 Burglaries/Robberies, 1 Bail Violation, 8 Drug Offenses, 1 Harboring a Fugitive, 1 Person of Interest, and 4 Weapons Offenses. NEW LAW ENFORCEMENT COORDINATOR ON ST. THOMAS/ST. JOHN In July, Sergeant Maria Petersen became our VIPD law enforcement coordinator for the St. Thomas/St. John district. Lieutenant Thomas Hannah, who had previously been covering the entire territory for us, remains as our contact for the St. Croix district. The role of the law enforcement coordinators is to receive the tips which we send them, to distribute the tips to the appropriate investigating officer, either inside or outside of VIPD, and to report back to us on the status of each tip. With two law enforcement coordinators, we now have the territory well-covered, which helped to increase our arrest statistics in both districts in the third quarter. LAW ENFORCEMENT IS ENTHUSIASTIC As Crime Stoppers gains traction, the investigating officers have become more enthusiastic about the community's tips. Lieutenant Hannah of VIPD noted that there is a renewed sense of cooperation between VIPD and the community that probably would not have happened as quickly without Crime Stoppers, and further stated, "What has been accomplished in this short period is testimony to the drive of the volunteers, to the community, and to VIPD. Although there have been some bumps, Crime Stoppers is helping to clear the path to a safer, more viable community. Crime Stoppers will remain ever so important to law enforcement as a bridge between the community and policing. We at VIPD appreciate the service provided by Crime Stoppers USVI." SUCCESS THROUGH CONFERENCES In September, we sent our Chairperson Judi Fricks to a Crime Stoppers conference in Los Angeles, and the VI Housing Authority sent Irma Hodge who is the Director of Management and Tenant Services. Our Civilian Coordinator Alan Brown attended two past conferences. These conferences have been indispensable for Crime Stoppers USVI because we have learned and implemented the best practices from other Crime Stoppers chapters. Because of this, we expect to have sustainable funding, and we currently receive about 12.5 tips per week, whereas the expected rate for a chapter of our size is about 5 tips per week. At the latest conference, Judi was able to share her enthusiasm with other attendees about our use of the weekly media release. This release is an extremely valuable way for us to promote the program and to solicit tips, but not all chapters have made it a priority. Judi said, "I'm very grateful to attend the conference because not only did I meet some energetic colleagues from around the country, but I learned that we are a model organization here in the territory. I was encouraged to hear that many of the issues we face are not unique to the VI. In fact, there are some regions that face challenges much greater than ours. One big area I look forward to working on with our group is building a strong board, and I got a lot of good advice at the conference on that." Crime Stoppers USVI CRIME STOPPERS USVI NEWSLETTER INTRODUCTION The executive committee of Crime Stoppers USVI is pleased to publish our first quarterly newsletter, as a way of sharing our news and progress with our members, sponsors, partners, and the public. The best news is that Crime Stoppers is working! It has been just six months since our official launch as a territory-wide program, and because of wide-spread support from the community and from our partners, Crime Stoppers USVI is succeeding beyond all expectations, with 230 tips submitted, and 36 arrests made so far. Thank you to all for making this program such a success. We first formed Crime Stoppers USVI in February 2008, as a 501(c)(3) non-profit organization, operating under the sponsorship of the VI Community Integration Team (CIT). For eleven months, we planned and organized, taking advantage of lessons learned from some of the 1200 other worldwide chapters of Crime Stoppers. We officially launched Crime Stoppers USVI on January 7, 2009 with a well-publicized press conference. Within three months, the program was performing much better than anyone could have predicted. Tipsters were submitting many detailed, high-quality tips. These valuable tips led police to make arrests, and to recover weapons, drugs, and stolen property. We work closely with them to ensure that all tips are investigated, to help promote the program to the public, and to find out which crimes they want to highlight in our weekly media releases. Because of the VIPD's commitment, and the actions they take on the tips received, we see the impressive number of arrests and other statistics above.
